If you do not make changes to benefits during Open Enrollment, your current benefits elections will remain in effect in 2023. However, you will not be automatically enrolled in a Flexible Spending Account (FSA) plan for 2023. To have an FSA for the 2023 plan year, you must enroll or re-enroll in this benefit and select your contribution amount during Open Enrollment. Elections from 2022 will not carry over to 2023.

What’s New for 2023

Modest rate changes to medical and dental plans

We are implementing modest premium increases for our medical and dental plans. These increases will help us maintain competitive plans and contribution structures now and in the future.

Note: New salary-based medical plan premiums — As part of our harmonization efforts, salary-based medical plan employee premiums are being introduced. Our goal is to ensure that medical plans remain affordable for all employees. Employees who earn the least, pay the lowest premiums.

New, Johns Hopkins Employee Assistance Program (JHEAP)

  • As of July 1, 2022, CCA became our new vendor for our employee assistance program, JHEAP.
  • You’ll continue to be able to use the JHEAP for well-being related issues.
  • Members receive up to six sessions for counseling services for short-term needs.

Non-union Employees and Support Staff Union Employees PTO Policy Update

Effective Jan. 1, 2023, non-incentive-eligible employees who have paid time off (PTO) hours banked in excess of one times their annual accrual will be cashed out down to an amount equal to the new maximum annual carry-over amount of one times their annual PTO accrual. The cash out rate is 100% for non-union employees hired on or before Oct. 31, 2003, and 50% for non-union employees hired after Oct. 31, 2003, . This will be paid shortly after Jan. 1, 2023. For incentive-eligible employees, the entire PTO bank will be cashed out at 100% if hired on or before Oct. 31, 2003, and 50% if hired after. This will be paid shortly after Jan. 1, 2023.

Union RN Employees PTO Policy Update

Effective Jan. 1, 2023, eligible employees who have paid time off (PTO) hours banked in excess of one times their annual accrual will be cashed out down to an amount equal to the new maximum annual carry-over amount of one times their annual PTO accrual. The cash out rate is 100% for nurses hired on or before Oct. 31, 2003, and 50% for all other nurses. This will be paid shortly after Jan. 1, 2023.

Direct Primary Care (DPC) PPO Plan

This new plan option offers the same plan design as the PPO plan for in-network coverage. There is no cost for an office visit with a DPC physician. However, there is no out-of-network coverage. You’ll have access to the EHP network and the preferred network, which includes Cigna PPO physicians and providers. In addition, employees who enroll in this plan will receive a $240 pre-funded lifestyle account, administered by Forma, to spend on certain lifestyle needs, such as gym memberships, fitness classes and meditation app subscriptions. Salary Tier Contributions for Non-Union Employees and Union Support Staff Employees

As we keep up with the growing demands of health care inflation while minimizing the impact on our employees, we are implementing very modest premium increases as well as a salary tiering contribution structure effective Jan. 1, 2023, for our medical plans. As you will see in the medical contributions table, each EHP plan will have three salary tier groups inclusive of slightly different contributions in each. Essentially, those who earn the least, pay the lowest contributions for medical and pharmacy coverage. 

Superior Vision Update!

EHP and the Wilmer Eye Institute are excited to announce Superior Vision Members (through the EHP Superior contract only) can now use their plan benefits to purchase their vision hardware through the Wilmer Eye Institute Optical locations. Wilmer Optical are conveniently located within Wilmer Eye Institute locations.
